台南市新化區民眾向議員林燕祝陳情，指水利署第六河川局多年前在穗芳橋施作護岸，去年823豪雨造成溪水暴漲掏空地基，防汛道路下陷，護岸多處碎裂。林燕祝表示，將促請市府查察六河局是否施工確實，查明有無弊端。六河局則表示，工程按圖施工、檢驗合格，若議員有疑慮，可委託第三公正單位鑑定。
林燕祝11日與市府水利局副局長王峻明、太平里李朝勝等約20人冒雨踏勘，發現堤岸水泥撥動即掉落，部分掏空路段未加裝鋼筋，護欄裂開、留有保麗龍殘渣，林燕祝當即請市府法制處調閱合約，清查是否有設計不良或偷工減料情形？必要時會同檢調單位深入查明，以策安全。
王峻明說，此區工程經費為3604萬元，2015年移交給市府，但823暴雨強度約為506mm，已超過百年重現期之暴雨量408mm，降雨強度遠超過區域排水保護標準，崩塌位置屬於河道凹岸處，基礎沖刷作用強烈，造成護岸損壞崩塌。
水利局表示，災後第一時間已進行搶修，打設9公尺鋼板樁，長度105公尺，以避免崩塌處持續擴大，並同步提報復建工程，工程經費約3684萬元，已於5日上網招標。
