桃園市長鄭文燦指出，桃園軌道建設進入建設期，捷運工程處將改制為捷運工程局，並適當增加員額、引進高階人力，預計招募105人。捷運工程方面，目前捷運中壢、龜山棕線正進入行政院最後核定階段，綠線預計今年會發包動工。
為推動智慧城市、亞洲矽谷兩大發展重點，市府也將增設資訊科技局，鄭文燦說，為求專業分工，未來資訊類別、科技類別的業務將從經發局等局處移交給資訊科技局；資科局的成立可達到「智慧治理」，讓各項服務更有效率、便民。資訊科技局預計引進50名相關人才。
