［記者鄭淑婷／桃園報導］桃園觀音污水處理廠於2014年爆發收受回扣、包庇高污染廢水案，全案經桃園地檢署起訴後，桃園地院歷經3年多審理終結，其中，負責污水廠營運的上化公司負責人陳耿安、副總經理蔡呈祥及污水廠廠長邱騰輝，分別被依貪污治罪條例等罪，判處共應執行12年6月徒刑、18年（另有6個月可易科罰金）、11年（另有4個月得易科罰金）。
判決指出，上化公司自2012年與經濟部工業局簽立投資契約經營觀音污水廠，負責工業區廠商污水排放管理、進場水質檢驗等業務，卻被查出有低價高報購買濃度不合標準的處理劑，再從中收取回扣的行為，又按時向廠商收取賄賂，私下洩漏稽查時間及協助修改不合格的水質檢測數值等。
