〔社會中心／台北報導〕43歲加拿大籍男子Ramgahan Sanjay Ryan（中文名：顏柏萊）頭顱和四肢遭切斷，陳屍在新北市永和區中正橋下的河堤沙洲， Ryan被查出生前涉有毒品案，去年2月，Ryan涉嫌在夜店吸食大麻，遭違反毒品危害防制條例送辦，檢方考量其為初犯，裁定觀察、勒戒，上月5日Ryan已被釋放出所，獲不起訴處分。
去年2月11日上午7時許，Ryan在警局接受驗尿，檢驗結果出爐後，發現他的尿液被驗出有「大麻反應」，Ryan辯稱在夜店不小心吸到別人的二手大麻，檢方裁定送至新店戒治所觀察勒戒，但Ryan傳喚都未到，最後被通緝到案。
據了解，開庭時，Ryan衣著正式，穿西裝打領帶，還準備了一張懺悔的英文講稿，供稱因身體不舒服才會吸大麻，對吸毒行為感到後悔。經一個月多勒戒後，新店戒治所認定無繼續施用毒品傾向，7月5日將Ryan釋放出所，檢方因此予以不起訴處分。
