海洋總局指出，慶富5五年前以總金額37億4200萬元，標得海洋總局共28艘100噸級巡防艇，2014年4月首艘交船迄今，已驗收13艘，後續15艘巡防艇，因慶富施工進度落後，海洋總局前後5次行文向慶富催促趕工，仍因缺料等問題無法改善。
其中委造第14艘巡防艇，原訂去年4月就應交船，但到11月仍未完工，海洋總局因此決定跟慶富解約，至於已交船的13艘巡防艇後續保固，以及尚未交船的15艘巡防艇，海巡署將另行招標，所增12億餘萬元費用均向慶富求償。
