〔記者吳昇儒／基隆報導〕不會說中文的菲律賓籍的男子RAMOS，3日清晨5時許騎自行車在基隆市七堵地區迷路，但該時段沒有店家開門，碰到的路人也沒人會說英語。RAMOS只好跑到基隆市警三分局七堵派出所求援，所幸遇上具備英語能力的警員陳怡潔，用流利的英語跟他溝通，更直接帶他到目的地。
RAMOS向女警表示，他來台是要到基隆港工作，平常都是搭公車到仲介人的住處，再前往港區上班，但因為接到電話指示工作時間提早，沒有公車可搭，只好騎著自行車騎往仲介人位於暖暖區東勢街的住處，沒想到卻迷了路。
女警陳怡潔與同仁謝嘉興擔心RAMOS在騎乘的過程中再次迷路，便決定熱心護送他直接到目的地。
