市府參訪團上午抵馬祖後，先前往北竿芹壁天后宮出席祈福大典，鄭文燦表示，馬祖有豐富的島嶼生態，保有閩東文化及濃厚的人情味，是很具特色的觀光勝地；下午參訪團接著到北竿迎賓館，贈送加菜金慰勞在北竿服役的桃園市籍官兵，鄭文燦說，自己過去也曾在馬祖服役，「守護國之北疆是很特別的經驗」，期勉在馬祖服役的官兵繼續加油，也鼓勵退伍後的役男可以留在桃園打拚。
