姚金星指出，稻田每分地約需廿五盤秧苗片，以台南十一號為例，每盤漲到卅八元，也就是每分地秧苗成本漲了約為五十元，去年因沒有漲價，增加的成本由業者自行吸收；彰化縣水稻育苗技術改良協進會理事長李世琛表示，去年其它縣市調漲秧苗價格時，該會成員認為農民生活不容易，未同步跟進，但工資、農藥肥料等相關成本都提高，今年不得已跟進調漲。
彰化縣議員賴清美指出，縣內的秧苗供應業者比其它縣市慢了一年才漲價，大部分農民普遍覺得可以接受，而秧苗「凍漲」一年，今年才漲，業者也可以說是佛心來著。
