宜蘭縣議員選舉冬山鄉選區八人參選，應選四席，包括一席婦女保障名額；民進黨提名許美素、張建成、張秋明；國民黨提名楊弘旻。謝燦輝、邱素梅、吳明樺、游宜恆以無黨籍參選，老將、新秀交鋒，勝負難料。
冬山鄉人口數五萬三千人，僅次於宜蘭市、羅東鎮，居全縣第三位，是民進黨大票倉，本屆議員楊政誠任內病逝，游祥德未再參選，薛呈懿轉戰羅東鎮長，只有張秋明尋求連任。
兩名女將中，許美素是現任冬山鄉民代表，邱素梅是前議員，兩人力拚婦女保障名額；楊弘旻是楊政誠的姪子，要為國民黨保住一席，張秋明當過兩屆冬山鄉長、兩屆議員，基層實力扎實。
張建成四年前是落選頭，這次二度參選，顯得志在必得；吳明樺、游宜恆乃政治素人，吳獲慈心華德福實驗高中家長相挺，游曾在縣府教育處任職。
民進黨籍謝燦輝是現任冬山鄉長，兩屆任期屆滿，以無黨籍身分轉換跑道，他在鄉長任內施政風評不差，參選議員是否衝擊其他三名同黨同志選情？仍有待觀察。
