宜蘭縣大雨成災，大同鄉台7線93.4公里牛鬥路段路基也被溪水掏空，導致英士村、太平村、茂安村、四季村、南山村唯一的聯外道路中斷，2000多位村民也因此受困。
受卡努颱風外圍環流及東北風夾擊，台灣東北部連日來受豪大雨侵襲，宜蘭災情尤其慘重，多條山區道路都出現坍方，道路被迫封閉，至今尚不能通行。
其中，台7線85.6K~94.2K（百韜橋~牛鬥橋）的情況最為嚴重，93.4K的路基被暴漲的蘭陽溪掏空，86.5K也出現土石流崩滑，道路封閉。
宜蘭縣政府表示，災害應變中心已在10月14日0時一級開設，抽水站、移動式抽水也已完成整備和預佈，部分道路能在14日下午開放通行，台7線85.6K~94.2K則預估至17日下午5點才能通行。
