澎湖縣政府文化局員工高悟晉16日冒險進入四眼井搶救2歲落井男童，澎湖縣長賴峰偉19日於縣務會議表揚高悟晉英勇救人事蹟時表示，其急公好義精神，令人敬佩。
縣府19日召開縣務會議，賴峰偉表揚高悟晉、警察局白沙分局交通小隊長林國平、警員許明舜熱心助人。林國平、許明舜5月28日執行巡邏勤務，見旅客機車故障，主動協助送暖。
賴峰偉表示，「勿以善小而不為」，社會需要善的力量，揚善推賢，發揚人性光明面，讓人間處處充滿陽光。
賴峰偉並頒予澎湖觀光協會、旅遊解說協會理事長陳仁和縣政顧問聘書。陳仁和長期投入觀光旅遊產業，熟悉澎湖旅遊型態及產業結構，獲聘縣政顧問。賴峰偉盼陳仁和在兩岸或國內旅遊上提供建言，協助縣府拓展旅遊市場。
