公所指出，中山地下道汽車通行道今天白天實施封道管制，現場會有人員交管指揮，請汽車駕駛人在封路期間改道通行，往後站方向：請提早於建國路、商校街或國聯一、二路方向改道行駛；往市區方向：請於富安路或自強路方向行駛；至於機車道正常開放通行。封路期間切勿擅自闖入，未遵守管制作業者將依道路交通管理處罰條例送請警察單位開罰。
市長魏嘉賢說，中山地下道路面自大地震後出現滲水情形，有愈來愈嚴重的趨勢，花蓮市公所上個月與自來水公司人員現勘後，確認並非自來水管破裂所造成，而是地下道伸縮縫受到地震錯動影響，造成地下水從破裂的防水層滲出。為避免滲水區域擴大且影響用路人的安全，市公所今天封路進行修補工程，避免滲水情形持續發生。
