輕颱卡努路過與東北風共伴效應影響發威，入夜到14日颱風外圍環流更加接近，新竹以北、東半部及高屏地區降雨持續，且大台北及宜蘭花蓮雨勢加劇，嚴防大豪雨或超大豪雨釀災。水利署13日不斷發布淹水警戒，宜蘭縣：宜蘭市、壯圍鄉一級警戒；花蓮富里二級警戒，此外，直潭壩、牡丹水庫並發放水警戒。
水利署晚間9時50分發布宜蘭縣壯圍鄉淹水二級警戒。宜蘭站時雨量達48.5，持續降雨，轄內易淹水村里及道路可能3小時內開始積淹水，包括壯圍鄉美福村、新南村、新社村、復興村、古亭村、大福村。此外，花蓮富里也發布淹水二級警戒，時雨量達14毫米，明里村、萬寧村、新興村、羅山村可能開始積淹水。
超大豪雨下不停，農委會水土保持局晚間並更新土石流紅色警戒9條，分布在宜蘭縣大同鄉寒溪村、復興村、太平村等，黃色警戒5條。新北市也有2條土石流黃色警戒，花蓮3條黃色警戒。
