柯文哲今天上午受訪時解釋，當初推動「鄰里交通改善計畫」就有訂定獎勵辦法，並強調，去年2017年是台北市車禍死亡人數過去20年來最低，且有實施的里，車禍減少47%，顯見計畫有效，所以該處罰就處罰、該獎賞就獎賞。
據估計，全市14個分局，小功將超過上千支，上至分局長、下至警勤區員警「通通有獎」，凡是被區公所、或鄰里辦公室評定績效改善達80％以上的官警，每人至少1支小功，甚至1大功的獎勵。
