綜合媒體報導，陳治文助理邱顯二表示，前後慈湖自從民國64年做為蔣介石墓園後，轉由軍方管理，慈湖湖水就不再提供農田灌溉。農民代表也提到，慈湖原本做為「新埤」，有提供農業用水，蔣入葬後不再放水；如今希望能讓前後慈湖、牛角湳埤塘開放農田灌溉。
桃園市農業局、觀旅局、風管處與後備指揮部等單位今天協調並達成結論，未來因應乾旱時期農田灌溉需要，在不影響慈湖用水需求下，將開放前後慈湖和牛角湳埤塘池水，提供美華、三層地區農田灌溉用水。
