〔記者丁偉杰／嘉義報導〕嘉義市朝陽里長吳盈憲去年底競選里長期間為使自己當選，與其妻劉姓女子涉嫌為15位親友遷戶至里內（俗稱幽靈人口），後來幽靈人口雖未投票，嘉義地院今天依選罷法妨害投票未遂罪，判吳男10月、緩刑4年、褫奪公權4年，吳妻7月、緩刑4年、褫奪公權4年，各須向公庫支付30、20萬元。全案可上訴。
吳盈憲另因涉及違反選罷法，被嘉義地檢署向嘉義地院提起民事當選無效之訴，嘉義地院5月審判後認為，本案
幽靈人口未投票，當選無效未處罰未遂犯，駁回檢方當選無效之訴。
嘉義市選委會表示，吳盈憲所涉選罷法妨害投票未遂罪可再上訴，案件尚未確定前，仍是里長。
