苗栗縣泰安鄉長劉美蘭指出，這幾天山區接連大雨，自昨晚開始雨勢更加明顯，包括南山村、北五村有多處道路難行，為顧慮幼兒安全，決定泰安鄉錦水、大興、象鼻等3所鄉立幼兒園的學生停止上課，3所幼兒園共計58名學生，已在上午8時前完成公告，同時請幼兒園所即時通知家長。
劉美蘭說，一早接獲通報苗62線道路出現淹水、落石坍方便趕往查看，發現苗62線錦卦大橋段汪洋一片，轎車無法通行，為安全起見，呼籲村民改走錦安農路，並請開口合約廠商前往處理。
此外，苗栗縣消防局上午8時許獲報，造橋鄉苗17線有路樹傾倒，一輛轎車行經該路段遭壓困，1人受傷，經前往救援，將傷患送往衛福部苗栗醫院救治。
