李美蓉指出，「一家鋁二級冶煉跟鋁再利用的公司，他們因為長期停工，結果他們的油槽可能閥門不慎損壞造成洩漏。」
檢視相片源頭是下營區一家熔煉工廠的貯油槽，環保局當場要求廠方清除水體油污，限期改善。環保單位相關污染投入的耗材，也一併向工廠求償。闖禍的工廠表示，外洩的重油是燃料，停工期間不知為何會外洩，接下來要防堵流入農田及其他支流，防止污染擴大。
