交通部觀光局啟動2019小鎮漫遊年，聯合縣市政府與經典小鎮推出「十萬青年獎百萬─創意遊程競賽」，宜蘭市是入選的30個經典小鎮之一，市長江聰淵27日表示，以宜蘭市為題材進入前3名會再加碼獎金，第1名除觀光局的10萬元，市公所將再頒5萬元！
市公所表示，競賽是號召全國大專院校與40歲以下青年，分為高中、大專、混齡組等3組，每隊3至5人，有美食、文化、生態、祕境4大主題，結合台灣好行等觀光資源設計1日、2日或3日遊程，競賽6月2日截止。
但江聰淵認為，活動6月2日截止過於倉促，建議觀光局可延後收件。為推銷宜蘭市，江聰淵宣布，以宜蘭市為題材參賽，公所會致贈小禮物，包括幾米卡套、環保餐具組、免費搭乘幾米觀光巴士遊舊城。
江聰淵說，總決賽獲得前3名，除主辦單位的獎金外，第1名公所會加碼5萬元，第2名3萬元，第3名2萬元。「十萬青年獎百萬─創意遊程競賽」報名方式與獎勵可參考活動網站（https：╱╱2019smalltown.taiwan.net.tw╱）。
