〔記者翁聿煌／新北報導〕南部縣市豪雨成災，內政部長徐國勇昨天到新北市中和區視察「低衝擊開發示範工程」成果，他表示，民眾安居樂業，不淹水是最基本的要求，但「不淹水的目標也有極限」，未來防洪要從建立「不怕淹水的韌性城市」做起。
徐國勇視察中和區自強國中、國小，兩校鄰近環球購物中心一帶，以往每逢豪雨就容易淹水，內政部營建署補助兩校在校內興建透水保水鋪面及地下小型滯洪池，解決當地社區淹水問題，滯洪池也成為學校的雨撲滿，貯水沖洗廁所、澆灌花木等。
營建署下水道工程處長陳志偉說，「低衝擊開發」意指降低開發對環境的衝擊，希望找到人與環境的平衡點，自強國中、國小透過雨水花園、透水鋪面等，讓學校在時雨量達到八十毫米時，仍可將水貯存在校園內。
