宜蘭縣政府與宜蘭市公所在縣議員林岳賢及宜蘭市民代表林飛身的爭取下，規劃將健康路一段的健康橋旁土堤護岸，打造水防道路，建立健行環境，計畫用瀝青混泥土鋪設道路，左岸施作長度310公尺，右岸施作長度230公尺，路寬均為3公尺，預計在4月1日前施作完畢。
江聰淵表示，提供良好的行車動線，提提升市民的生活機能，是公所市政重點之一，本次工程將水防道路有效利用，可以達到便民效果，使通行更為順暢，有效提升當地居民的交通機能。
