張志誠說，細懸浮微粒（PM2.5）是一級致癌物，二行程機車PM2.5排放量是四行程機車六十倍，為了市民健康，去年嘉市已淘汰一萬八千二百九十一輛二行程機車，佔設籍嘉市二行程機車五十六．四％。
他說，今年再推出六項優惠方案鼓勵汰換，包括換購電動機車最高補助三萬元、新購電動機車最高補助二萬二千五百元、淘汰二行程機車換購電動（輔助）自行車補助一萬一千五百元、新購電動（輔助）自行車補助四千元、淘汰二行程機車換購中古四行程機車加碼補助三千二百元（限中、低收入戶）、汽油機車舊換新減徵貨物稅四千元，詳洽05-2251775分機213。
